The ex-head of the Tennessee Police Department has been alleged to have urged a fellow officer to distribute explicit photos of Officer Maegan Hall, who was married and had engaged in sexual relationships with six of her colleagues.
According to court documents, Sergeant Henry 'Ty' McGowan allegedly sent "pornographic images" of 26-year-old Officer Maegan Hall to a phone named 'Ole Boy' belonging to Burrel 'Chip' Davis, the former La Vergne Police Chief who is 47 years old.
Despite feigning surprise and overseeing an internal inquiry into the sexual misconduct within the department, Burrel 'Chip' Davis' alleged involvement was exposed by an internal investigation.

Records of text messages between Burrel 'Chip' Davis and Sergeant Henry 'Ty' McGowan indicate that the former police chief was aware of the sexual misconduct within the department. The messages show that Davis even joked about a photo of Officer Maegan Hall engaging in sexual activity with Sergeant Lewis Powell, with whom she was having an affair.
Sergeant Henry 'Ty' McGowan reportedly sent Burrel 'Chip' Davis a picture of a "Black male foot inside Officer Hall's mouth," claiming that the foot belonged to Sergeant Lewis Powell.
On October 25th, in a text message conversation, Davis inquired: "Who dat?"
"Hall… Lewis," McGowan replied.
The chief then messaged: "He on it again."
McGowan replied: "He swears he ain't."
Davis wrote: "She nor her husband took that picture."
"She has a tight little a** tho," McGowan sent back.
"Yep," Davis agreed.

During another exchange of text messages on October 28th, the Chief and McGowan discussed Officer Hall's affair.
"I saved her for the last time," the former chief wrote. "I wish I could tell her who she f***ing cant do s**t for her."
"I wish I could too," McGowan replied. "Then we both could play."
"Can't f**k Lewis tho cause the pics are [flame emoji]" Davis replied.
The suit argues: "As demonstrated in his October 28, 2022, text exchange, Chief Davis became frustrated by his comparative failure to groom Ms. Hall for sexual exploitation."
"Chief Davis repeatedly attempted to seclude Ms. Hall so that he could use the authority of his high office – or as he described it, 'normal pimp s**t,' to induce Ms. Hall to gratify his own sexual desires."
Following an investigation that uncovered her involvement in multiple instances of sexual relationships with her colleagues, Officer Maegan Hall lost her job.

Allegedly, Officer Maegan Hall had engaged in a threesome with one officer and his wife and had a hot tub encounter similar to those featured in the 'Girls Gone Wild' videos with several other officers.
The previous month, Officer Maegan Hall filed a federal civil rights lawsuit against the city, Burrel 'Chip' Davis, Sergeant Henry 'Ty' McGowan, and Sergeant Lewis Powell, alleging that she had been "sexually groomed" by the officers.
As part of an internal investigation, Officer Maegan Hall reportedly confessed during an interview that she had engaged in sexual acts while on duty and on police property.

Officer Maegan Hall's civil rights lawsuit alleges that her "mental condition" deteriorated between November and December of an undisclosed year. The lawsuit claims that the secret sexual encounters came to light when Officer Hall sought treatment at a local hospital in December after experiencing suicidal thoughts.
As a result of the scandal, Burrel 'Chip' Davis and Sergeant Lewis Powell were terminated from their positions. Additionally, police officer Juan Lugo-Perez and detective Seneca Shields were also dismissed. Furthermore, three other officers - Patrick Magliocco, Larry Holladay, and Gavin Schoeberl - were suspended.
