Jon Venables, the killer who took young James Bulger's life, has been denied parole because the Parole Board did not like his behavior.
They felt that it would not be safe to release Jon or move him to an open jail.
The 38-year-old has been in prison since 2018 after he was caught with indecent images of children.
The report by the Parole Board stated that Jon showed some positive behavior since he was imprisoned.
However, he feels a need for excitement and does not feel that he has a fulfilling life.
It was also noted that the board feels it is very likely that Jon would re-offend if released. His sexual interests and attraction to sexual violence also unsettled the board.
Apparently, he is using pornographic material as a coping mechanism. It is also reported that Jon is quite obsessed with porn and sexual violence.
Currently, Jon is living under a new identity and even has a job in jail. As stated in the report, he is seemingly benefitting from ongoing psychological treatment.
That does not mean the board feels that Jon would be able to leave his criminal ways behind if he is released now.
He will be eligible for a parole review in two years, but strict measurements would then be put in place before it could be granted.
The Horrific Murder Of James Bulger

Jon was only ten years old when he murdered James in 1993. He served eight years in jail for the crime. In 2001, he was released on license.
His accomplice, Robert Thompson, was also only ten at the time of the crime.
They snatched the little boy from a Merseyside shopping center in February of 1993.

The two went on to torture and killed the toddler, shocking the UK and the rest of the world.
They were Britain's youngest convicted killers in 250 years.
Not much has been reported on Robert since he was released from jail in 2001.

Jon's Multiple Stints In Prison
Jon was back in prison in 2018 when he was busted with the disturbing images of children. He received a sentence of 40 months, which he is now serving.
This was the second time Jon went back to jail for child abuse images.
In 2010, he was taken back to prison for two years. He had admitted to downloading and distributing images of child abuse.
Jon has been living a troubled life when he is not in prison, it seems. In September 2008, he was arrested after a drunken fight.
He was given a formal warning because he breached the terms of his release.
In that same year, he was in hot water after he was found in possession of cocaine.
Perhaps a few more years will calm Jon down enough to make it safe to release him into society once again.
However, James' parents are not likely to be happy if Jon is released again.
