Jordy Martel faces charges after a bystander video showed him using excessive force while arresting 33-year-old Safiya Satchel.

In the footage, Martel dragged Satchell to the ground. He then knelt on her neck before tasering her twice.

According to the police report, Martel was off-duty at the time of the incident. He was working as security for Tootsie's Cabaret in his police uniform.

The club's manager then asked him to remove Satchell from the club for being abusive to the staff.

Before the incident, Satchell had been unhappy with the club's service.

The manager complained to Martel that she was 'disorderly and disrespectful.' He then directed him to issue Satchell a trespassing warning.

Martel ordered Satchell to walk to his nearby patrol car so he could write her the warning. But Satchell suggested she'd drive because she had already taken off her shoes.

Martel told her that she either walks to the patrol vehicle or he'll get her 'out of the car.' But Satchell told him her dad is a cop and to 'pull her out of the car.' The officer obliged. And when she tried to stop him, he pushed her to the ground.

He then used an electric stun gun on her twice before placing his knee on her neck. As the disturbing bystander video revealed, Satchell screamed in pain as the officer tasered her.

The incident left her with abrasions and bruises and caused her to miscarry her child. She was four months pregnant at the time.

In his arrest report, Martel noted that paramedics checked out Satchell before taking her to a nearby police station.

The charges against her, resisting an officer with violence and battery on a law enforcement officer, were dropped.

On the other hand, the police department fired Martel over a separate incident in which a video showed him beating a suspect. He had responded to a gas station complaint of someone doing 'doughnuts' in the parking lot.

He was later arrested, regarding Satchell's case. In the arrest affidavit, the Florida Department of Law Enforcement said Martel lied on his arrest report.

The affidavit also noted that he had no reason to arrest Satchell, and he didn't inform her she was going to arrest her. He also used excessive force.

According to Satchell's lawyer:

"It is long overdue for civilian oversight of our cities' police departments to ensure our officers are not just serving but protecting our community."

Martel is facing two counts of battery and four counts of official misconduct.
